Can't find how to craft in vector

Please help me to find how to craft images in vector. Only raster is available. Also I have no opportunity to export files as svg.

Please ensure that the file you selected for export is a vector file, as only vector files can be exported in SVG format.
For generating vector images, you should choose styles specifically designed for vector graphics.
